TTA Consultant Criteria
General Consultant Requirements
Knowledge of Head Start, including a thorough working knowledge of the following core documents and processes:
- Head Start Act (as amended December 2007)
- Head Start Program Performance Standards and other applicable regulations
that apply to the assigned service/content area
- Grant & Budget Instruments (i.e., GABI)
- Program Information Report (PIR)
- Child Outcomes Framework
- QIP process
- Monitoring process
For each of the ten content areas, a set of preferred and minimum qualifications is provided. Content areas include:

4. Family and Community Partnerships
5. Fiscal Management
6. Health
7. Infant/Toddler Care (Early Head Start + Migrant and Seasonal Head Start )
