A Technical Assistance Specialist with Caliber, ICF International Company, and the Region III Head Start Technical Assistance System, Connie Shafer has provided training and technical assistance to Head Start and Early Head Start grantees since 1997 with a primary focus on management systems and continuous quality improvement. Ms. Shafer’s 20 years of experience in Head Start program operations includes serving as Teacher, Education Coordinator, and Head Start Executive Director. This is her third year presenting for the Directors’ Institute.
