For over 12 years, Sally Byard has worked in Head Start as a Education/Disabilities Specialist, Head Start Director, and member of the Head Start Quality Improvement Center and current Technical Assistance system. West Virginia programs. Ms. Byard’s professional background includes serving as director of two private child development centers, preschool and public school teacher, and university instructor.
