An overview of regulations and requirements for establishing an effective human resources management system.

Linda Benoit, a Region VII Technical Assistance System Program Coordinator for Caliber, an ICF International Company, has 25 years of experience in the early childhood field at both the local and state level. Her background includes a decade serving as Head Start Director for a Kansas school district-sponsored Head Start program. Ms. Benoit holds a baccalaureate degree in human ecology. early childhood education, and a master’s degree in special education.

Dr. Catherine Swackhamer serves as a Region VII Technical Assistance Specialist for Caliber, an ICF International Company. For 19 years, she held the position of Head Start Director in a program operated by an Iowa Community Action Agency. Dr. Swackhamer has a baccalaureate degree in psychology and education, a master’s in professional counseling, and a doctorate in cognitive psychology.
