For 28 years, William Wilson served the Administration for Children and Families (ACF) in various capacities and, most recently, as Grants Officer for Head Start and other ACF programs. He began his ACF career in 1976 as a Head Start Program Specialist in the Philadelphia Regional Office. In 1991, as Program Analyst for the Head Start Bureau in
Washington , he assumed responsibility for the development and publication of the Notice of Proposed Rulemaking for Head Start Transportation, as well as for the creation of the Head Start Family Information System.
