Kathryn Helsel, a partner in Three Feathers Associates and a manager in the Management Consultant Service division, began her Head Start career in 1967 as the director for a
New Mexico tribal consortium. For over 20 years, she has served as an Administration/Management Specialist working with American Indian and Alaska Native Head Start grantees. During her career with Head Start, Ms. Helsel has provided fiscal training nationally at prior Directors’ Institutes and Birth to Three orientations, as well as regionally. Her areas of expertise include budgeting, the regulatory process, and training resource development. Ms. Helsel is a graduate of
